UN Climate Change has published a critical report for COP28, providing governments’ perspectives on the global stocktake. This report is essential for evaluating the world’s response to the climate crisis within the Paris Agreement framework.
The comprehensive synthesis report includes 24 Parties’ views and insights from 44 non-Party stakeholders, highlighting the urgency in addressing climate challenges. Despite differing opinions on Paris Agreement goals’ specifics, governments generally agree that past climate actions have fallen short.
The report emphasizes the need for increased action by all Parties and support for developing nations. This action aims to limit global warming to 1.5 degrees Celsius and address loss, damage, and adaptation to climate change.
Simon Stiell, Executive Secretary of UN Climate Change, highlights the gravity of the situation. He emphasizes that the global community is off track in achieving the Paris Agreement’s long-term goals, and time is running out to secure a sustainable future.

Dr. Sultan Al Jaber, COP28 President-Designate, stresses the importance of practical solutions. Specifically, he focuses on reducing emissions, enhancing global resilience, and mobilizing equitable financing. COP28 represents a pivotal moment for Parties to unite and address these critical challenges.
This report follows a technical report in September, detailing actionable climate change solutions. The global stocktake, held every five years, informs subsequent climate action plans, known as Nationally Determined Contributions (NDCs), to be submitted by 2025. It serves as a crucial mechanism to chart a sustainable future in the face of the climate crisis.
