Nadiem Makarim Launches Permendikbud on Violence Prevention and Handling in Education Units

Nadiem Anwar Makarim, Minister of Education, Culture, Research, and Technology, has officially launched the 2023 Minister of Education, Culture, Research, and Technology Regulation on the Prevention and Handling of Violence in Education Units (Permendikbud Ristek PPKSP).

The Permendikbud and Ristek were passed as a law for all school or education unit members. The regulation was born to firmly handle and prevent the occurrence of sexual violence, bullying, discrimination, and intolerance, as well as assist educational institutions in handling cases of cyberbullying, psychological violence, and other forms of violence that have occurred with a perspective on victims.

Nadiem explained that PPKSP technical regulations and research are an important part of fulfilling the mandate of laws and government regulations aimed at protecting children. The Permendikbud also replaces Permendikbud No. 82/2015 on Preventing and Combating Violence in Education Units.

In addition, the Minister of Education and Culture’s PPKSP has also eliminated “gray” areas by providing clear definitions to distinguish various forms of physical, psychological, bullying, and sexual violence, as well as discrimination and intolerance to support efforts to prevent and handle violence. The Permendikbud not only regulates acts of violence but also ensures that there are no policies that can lead to violence in educational institutions.

The Permendikbud Ristek PPKSP also regulates prevention mechanisms implemented by education units, local governments, and the Ministry of Education and Culture, as well as procedures for handling violence in favor of victims that support recovery. Through this regulation, education units are also authorized to form a Violence Prevention and Response Team (TPPK), and provincial, district/city governments are also authorized to form a Task Force.

According to data from the 2022 National Assessment Survey, 34.51% of students (1 in 3) may experience sexual violence, 26.9% of students (1 in 4) may experience corporal punishment, and 36.31% (1 in 3) may experience bullying.

Data on complaints received by the Indonesian Child Protection Commission (KPAI) on the special protection of children in 2022 also mentioned the highest category of child victims of sexual crimes, namely child victims of physical and/or psychological violence, as well as child victims of pornography and cybercrime as many as 2,133.
